Billing and Payment Procedures

All water bills are generated the last business day of the month.  Payment is due on or by the 15th.  Accounts not paid by the 15th of the month will be subject to a penalty of 10% of the delinquent account. 

Nonpayment by the 15th of the month following the month payment ws due, shall result in water service being shut off without further notice.

Payments may be placed in the drop box located in front of City Hall. These payments will be applied to accounts the following business day. 

Service disconnected for non-payment of bills will be restored only after bills are paid in full including $35 reconnection feeand such security deposit as may be required by the City is made.

If the Customer’s meter remains off and locked for 60 days with no contact to the City of Gray Water Department, the Customer’s account will be finalized and the deposit will be applied to the account.  Any remaining balance will be forwarded to the Customer’s address on file.  Should the Customer wish to restore service after his or her account has been finalized, a deposit will be required plus payment of any outstanding balance.

Discontinuance of Service

In order to discontinue service the Customer should contact the City of Gray Water Department and provide a forwarding address and contact information.  Once the final bill is paid, the Customer’s deposit will be refunded.


Each Customer of the City of Gray water system at such time as the Customer applies to establish water system service in said Customer’s name shall pay a water service deposit in the following amounts:

Residential $100.00
Commercial $250.00
Industrial/Institutional $500.,00
Multi-Family $500.00

In the event a Customer dies, the deposit will be refunded to the estate once the final bill is paid.  The surviving spouse may submit a request for a name change along with a copy of the death certificate.

Returned Checks

Any check in payment for water service returned because of insufficient funds, closed accounts, etc. shall be subject to a $35.00 handling fee.  After 2 occurrences of a returned check, the account will be made a cash only account.

Garbage Service

Advanced Disposal is contracted with the City of Gray for garbage services for City residents.  Each residential Customer is charged $10.00 on their water bill for this service.  This service includes a weekly pickup of household garbage, a monthly pick up of yard debris and a quarterly pick up of “white goods” (anything other than household or yard debris).  City of Gray Customers that live outside the City may contract with a separate company for garbage service.  Telephone numbers can be obtained at City Hall.
